A hotel organisation can grow without its management approach developing sufficiently alongside it. Energy and entrepreneurship carry much of the early result. More properties, stakeholders and capital subsequently require clearer roles and decision-making. The stage where friction emerges

One useful perspective distinguishes three phases: pioneering, growing and making governance explicit. These are recognisable ways an organisation may function, rather than fixed laws of development.

During growth, structures become more formal while old informal practices often remain. Management receives responsibility without always having the corresponding authority. Commercial priorities can fragment as a result.

Make accountability workable

A clear organisation defines what ownership, the board, regional management and local management need from each other. This includes usable information, a clear mandate and escalation arrangements.

The aim is to make decisions at the appropriate level and follow their execution.

Design decision structures from actual work

Start with decisions that currently stall: staffing, contracts, commercial exceptions or investment proposals. Identify who supplies information, who decides and who implements each decision. Define which threshold or situation requires ownership or board involvement. The allocation should reflect the management team’s experience and capacity.

A RACI overview can help but does not replace authority. Several consulted people do not mean several accountable decision-makers. Discuss the agreements with the managers involved and test them against recent situations. If a decision still moves back and forth unnecessarily, the design is not yet workable.

Central framework, local execution

A group can operate one purchasing framework while giving local teams room for agreements that fit the concept. Specify which conditions apply centrally and where the GM can decide independently within budget. This supports initiative without asking ownership to resolve every exception.

Ask leadership and operations to document the five most frequent decisions within two weeks. Test the framework for thirty days and monitor decision lead time, recurring escalations and unfinished actions. Also assess whether managers receive sufficient information and support. Governance succeeds when responsibilities are executable in daily work.

A practical starting point

Choose one decision that repeatedly moves between management levels. Establish who can decide, who supplies information and who owns execution. Test whether this division works in practice.

This makes growth manageable and reduces dependence on informal solutions.
